Somalia: Ministry of Internal Security Ends Consultant’s Contract Over Political Expression

The Ministry of Internal Security in Somalia has announced the termination of Mrs. Samira Gaid’s consultancy contract for the European Union-funded SJGAB Project. This decision follows Gaid’s expression of political opinions in a post on the social media platform X (formerly Twitter) on Tuesday.

In a statement issued by the Ministry, it was emphasized that Mrs. Samira Gaid’s recent tweets concerning political matters directly contradict the fundamental principles of impartiality and neutrality. These principles are deemed essential for individuals serving in advisory roles within government projects.

“The Ministry of Internal Security, committed to preserving security and stability, cannot tolerate actions that undermine these principles or compromise the integrity of our projects,” the statement declared.

Furthermore, the statement underscored, “Your actions have raised doubts about your capacity to fulfil the responsibilities of this role in alignment with the objectives of the project and the professionalism expected from our partners.”

Gaid’s dismissal stemmed from a public disagreement on X with Minister of Petroleum and Mineral Resources, Abdirizak Mohamed MP. Minister Abdirizak criticized Gaid for expressing opinions against the federal government, her employer.

In response to the termination, MP Abdirahman Abdishakur, leader of the Wadajir Party, voiced concern over government officials openly threatening citizens for expressing their opinions. He urged the Parliament’s Justice and Judiciary Committee to investigate the matter to prevent similar incidents in the future.

Former Somali Prime Minister, Omar Abdirashid, also condemned the government’s action, arguing that it encroaches upon freedom of speech. He questioned the rationale behind the decision, highlighting the President’s previous encouragement for citizens to exercise their rights to express opinions on constitutional matters.

Despite requests for comment from HOL, neither the Ministry of Internal Security nor Mrs. Samira Gaid have responded. Civil society organizations in Somalia have raised concerns about these events and are urging the government to address the issue promptly.
